Using digital certificates for SEAP

  • What is SEAP?

The Electronic System of Public Acquisitions is a communication platform without restrictions, through which companies can make their acquisition requests public in order to assign them to future contractors.

The SEAP system allows the development of many types of public auctions procedures, such as the on-line offer request, including goods acquisition, standard products and services, as well as the award criterion – the lowest price or the best technical and economic offer.

SEAP manages all the public auctions notices such as: the notice of intent, participation, award or contest, the result of the solutions contest, works or services concession or the notice of errata to all the types of notices above mentioned.

The contracting authority can send files when the compulsory minimum criteria and the technical and economic criteria are established; likewise, the bidder can upload files if he meets the same criteria required by the contracting authority. The bidder can electronically sign the files he intends to send, therefore assuring the integrity and the authenticity of the offer.

The public auctions procedure can now develop in maximum security conditions using electronic signature.

With a qualified digital certificate, all the economic and contracting authorities can send and receive the following documents using electronic signature:

 - the economic and technical offer;
 - the documents requested to check the economic offer;
 - the documents requested to check the compliance between the technical offer and the specifications;
 - the documents requested to check if the offer meets the criteria, according to the specifications.
